ACTIVITIES AND FUNCTIONS OF PROCUREMENT DEPARTMENT

The Department was established in compliance with the Public Procurement Act of 2007 to carry out the responsibility of public Procurement. The Department co-ordinates its activities to achieve due diligence in the procurement process.

The Procurement Department at the Ministry of Niger Delta Development is headed by the Director who supervises all the Procurement staff to ensure timely discharge of the public procurement mandate of the Ministry in conformity with all the requirements of the Public Procurement Act, 2007, the Procurement Procedure Manual, Extant Rules and Circulars of Government.


    Functions of Procurement Department
    The schedule of duties/activities of the Procurement Department is prescribed by the Public Procurement Act, 2007, the Procurement Procedure Manual, relevant Extant Rules and Circulars of the Federal Government of Nigeria. The mandate/functions of the Department are among others:
  1. Serves as the Secretariat of Procurement Planning Committee (PPC) and Ministerial Tenders Board (MTB);
  2. Serves as a repository of Tender documents and a reference point for decisions of the Procurement Planning Committee (PPC) and Ministerial Tenders Board (MTB);
  3. Handles all issues relating to acquisition of Goods, Works and Services and ensure strict compliance with the Public Procurement Act, 2007, relevant Procurement manuals issued by the Bureau of Public Procurement (BPP) and extant Circulars;
  4. Monitors and evaluates projects so as to ensure strict compliance with specifications;
  5. Prepares Standard Bidding Documents in conjunction with relevant Departments of the Ministry;
  6. Serves as a Data Bank on the prices of goods procured by the Ministry and prices obtained via Market Surveys;
  7. Accepts prepared work plan proposals from Departments in the Ministry and co-ordinates annual establishment of Procurement Planning Committee;
  8. Processes requests for certificate of "No Objection" from the Bureau of Public Procurement (BPP), where necessary.
  9. Prepares and places procurement notices and advertisements for the attention and benefit of the general public.
  10. Conducts public bid opening exercise.
  11. Co-ordinates auctioning/boarding of identified unserviceable/ disused assets of the Ministry.
  12. Issues appropriate contract award letter after due approval.
  13. Ensures periodic procurement audit, monitoring and evaluation of projects to ensure compliance with the contract agreement and the Public procurement Act, 2007.
  14. Carries out all other procurement responsibilities of the Ministry pursuant to the Public Procurement Act, 2007.
