Community Development and Education Department(CDE) is the `interface‘ arm of the Ministry charged with the mandate to improve the quality of life of the people in the Niger Delta Region through accelerated socio-economic development activities , such as Youth & Women Capacity Development, Community Mobilization & Enlightenment, Peace Building & Conflict Resolution, Health and Social Services.

Structure of the Department
The CDE Department is composed of three Divisions namely:

1. Community Relations and Community Enlightenment
2. Capacity Building and Youth Development; and
3. Health and Social Services.

Functions of the Department;
The functions of the Department are as follows:
1. To build internal and external partnership with stakeholders & Development partners for programmes and funding for the region;
2. Regular interface , Engagement and Dialogue with host Communities ,Traditional Rulers Councils, Youth& women Organizations, Community Development Association (CDAs), Community Based Organization (CBOs), Community Development Committees (CDCs) Civil Society Organization(CSOs), Faith –Based Organization (FBOs) and others stakeholders on issues affecting the environment ,socio-economic wellbeing, health, peaceful co-existence, security and Conflicts resolution etc.
3. Coordinate the formulation of Community Development Programmes for the Region;
4. Ensure Peace, stability and Security with a view to enhancing Socio- Economic Potential of the Region.
5. Embark on Sensitization ,Mobilization and Re-orientation Programmes on Citizenship Rights , Responsibilities and Peace as necessary tools for Development;
6. Organize human capital development, as well as skill acquisition and empowerment training programmes for women, youths and vulnerable groups and physically challenged persons in the Niger Delta Region for self –employment and reliance.
7. Plan and Supervise public education enlightenment programmes in the region;
8. Design and implement Leadership / Mentoring programmes for youths , Women and people living with disabilities;
9. Liaise with all intervening MDAs and Non-Governmental Organizations in ensuring Service Delivering for the Development of the Region;
10. Embark on advocacy and Conflict Resolution Programmes for sustainable peace in the Region;
11. Equip Health Care facilities for the needs of the Niger Delta Region at the grassroots level;
12. Carry out public awareness campaign on communicable and non – communicable diseases
13. Collaborate with the Federal Ministry of Health on creating awareness on the world health Organization (WHO) designated pandemic diseases in Conjunction with relevant MDAs and NGOs;
14. Collaborate with the Federal Ministry of Education and relevant agencies, Universal Basic Education Commission (UBEC), State Universal Basic Education Board (SUBEB) etc. in the provision of school facilities at the grassroots level
15. Liaise with the Federal Ministry of Women Affairs, other relevant agencies and Development Partner on Programmes / projects for people living with disabilities and other vulnerable groups
16. Liaise with Federal Ministry of Youths and Sports Development on Youth Programmes / Activities for sporting events.

1. Enlightenment Campaign to youth / women against HIV/AIDs, Rollback malaria and cancer in the Niger Delta Region.
2. Community Enlightenment Campaigns on values Reorientation and civic Responsibility
3. Provision of medical outreach for rural communities of Akpabuyo LGA Akwa Ibom State
4. Provision of medical Outreach for Rural Communities in Bakassi LGA Akwa Ibom State
5. Development of Security framework to strengthen Rural & Urban security in the Niger Delta Region(Ministerial mandate)
6. Equipping of Schools in the Nine States of the Niger Delta.
7. Procurement of Medical Equipment and furniture for the Health centres in the Nine states of the Niger Delta.
8. Provision of ICT Skill , Development and cbt centres with Computers, cctv, solar street light, Generator etc. for eket(esit eket, eket, onna, ibewo) federal constituency of Akwa Ibom State.
9. Procurement of Equipment for welding and fabrication in Delta, Bayelsa and Imo State
10. Capacity Building Training and Empowerment on various skills for physically challenged persons and vulnerable Groups in the Niger Delta Region

22. Empowerment programme for women in ilaje and ese-odo LGAs, Ondo State.
23. Provision of ICT Skill Development CBT center with computer, cctv solar street light, generator for Eket (esit Eket,Eket Onna,Ibeko) federal constituency of Akwa Ibom State
24. Procurement of Photography Equipment for youth in Ondo , Edo and Delta States
25. Train the Trainer on conflict resolution and Development of Early warning system in Abia, Akwa Ibom and Bayelsa State
26. Supply of School desk to selected primary school in Akpabuyo/Bakassi
27. Provision of school laboratory equipment for Ihenowerie secondary school Mbasi LGA, Imo State
28. Provision of 100,000,000 treated mosquito Net to Communities and primary health care center in Niger Delta Region
29. Procurement of Medical equipment and furniture for health center in Oboburu Communities in Ogba Egbema Ndoni Local LGA, Rivers State
30. Procurement of 500 mobile Toilets to public Area in Abia , Imo, and Rivers States

Outstanding Achievements
The under listed are the outstanding achievements of Community Development and Education Department in the year 2022 and 2023

1. Trained and Empowered of 269 youths and women in various skills;
2. Provision of ICT skill development, Computer CCTV solar street light, generator etc.to CBT Centre for Eket (Esit Eket, Eket Onna, Ibewo ) federal Constituency of Akwa Ibom State;
3. Equipped schools with chairs, lockers to improved standard of education in the Niger Delta Region;
4. Provided medical Equipment for health centers to improve health and wellbeing of the people in the Niger Delta Region;
