The Department is saddled with the responsibility of facilitating Housing and Urban Development in the Nine (9) States of the Niger Delta Region.

Structure of the Department
The Department is headed by a Director with the following Divisions:

1. Project Design & Development Division
2. Urban Development Division
3. Housing Development (East) Division
4. Housing Development (West) Division

Functions of the Department;

• Policy formation and coordination to fast-track housing and urban development in the Niger Delta region.
• Design, preparation of layouts & Architectural designs of housing/social infrastructure projects for the Ministry in the nine (9) states of the region.
• Implementation, project supervision and monitoring of building projects for the Ministry.
• Initiates, prepares, reviews and implements policies, programmes and projects for urban renewal/slum upgrading in the nine (9) states of the region.
• Provides a platform for the integration of all physical development plans in the region into one holistic regional plan on a digital scale and coordinates, monitor and reviews the implementation of the Niger Delta Action Plan.
• Evaluation of regional development for the development of new towns to address regional imbalance.
• Researches into housing & urban development challenges including local building materials.
• Development of policies & programmes to encourage and facilitate greater participation of Private Public Partnership in the delivery of housing and development projects.
• Superintends land acquisition, compensation and resettlement of displaced people for development projects of the Ministry on liaison with the Federal Ministry of Power, Works, Housing & Urban development.

2. Renovation of African Church Secondary Commercial School, Oku Iboku, Itu LGA, Akwa Ibom State.
3. Construction of Maternity Ward and Nurses Office at Health Centre, Inua Eyet Village, Ibeno LGA, Akwa Ibom State.
4. Renovation of 12 Rooms Primary Health Care Centre Apartment at Etebi Mbakuyo, Esit Eket LGA, Akwa Ibom South Senatorial District, Akwa Ibom State.
5. Renovation of Health Post along Market Square Road, Oron LGA, Akwa Ibom South Senatorial District, Akwa Ibom State.
6. Renovation of Health Post at Oti Oro, Okobo LGA, Akwa Ibom State.
7. Renovation of Health Centre at Edem Idim Ishiet, Onna LGA, Akwa Ibom State.
8. Rehabilitation of Community Primary Schools in Four (4) Locations (Keminini and Ogua-Ama Communities, Nembe LGA, Otuan Town Southern Ijaw LGA) in Bayelsa State.

44. Construction of a Type "C" Police Station Consisting of Men and Women Cells, Guardroom, Waiting Room, Connecting Corridor, 8 Man Barrack and Armory in Uwheru Town, Ughelli North LGA, Delta State.
45. The MNDA Housing Estates in Abia, Akwa Ibom, Delta, Edo and Rivers States were allocated to the beneficiaries in May 2022 as-it-is basis.
46. While Construction of Skills Acquisition Centre in Ondo State is at practical completion and waiting to be handed over to Federal Polytechnic Ile Oluji, Ondo State.
