Ministry of Niger Delta Affairs Federal Secretariat Shehu Shagari Way, CBD, Abuja Invitation for Pre-qualification and Direct Tendering for Procurement of Works, Goods and Expression of Interest for Consultancy Services for the 2018 Capital Projects.
The Ministry of Niger Delta Affairs in furtherance of its mandate, intends to implement some capital projects having made provisions for funds in the 2018 Appropriation Bill.
The Ministry therefore invites interested Contractors, Suppliers, Consultants and Service Providers with requisite expertise and experience to tender for the Procurement of works, goods and services to be provided in various states of the Niger Delta Region as summarized in the following lots:
Lot A: Consultancy Services for Design of Road Projects in Various Locations as contained in the various Standard Bidding Documents
Lot B: Consultancy for Training and Empowerment contained in the various Standard Bidding Documents
Lot C: Consultancy of Water Projects as contained in the various Standard Bidding Documents
Lot D: Consultancy for Modular Refinery
Lot E: Consultancy for Environmental Impact Assessment (EIA) and Post Impact Assessment/Auditing various Locations as Contained in Various Standard Bidding Documents
Lot F: Consultancy for Design of Erosion Control/Shoreline Protection and Canalization Projects in various Locations as contained in the various Standard Bidding Documents.
Lot G: Procurement of Road Projects in various States of Niger Delta as contained in the various Standard Bidding Documents. Lot H: Procurement of Water Projects in various locations as contained in the various Standard Bidding Documents.
Lot I: Procurement of Building Projects in various locations as contained in the various Standard Bidding Documents.
Lot J: Procurement of Erosion Control/Shoreline Protection and Canalization Projects in various Locations as contained in the various Standard Bidding Documents.
Lot K: Reclamation of Degraded Ecosystem in various states of the Niger Delta as contained in the various Standard Bidding Documents. Lot L: Construction of Cassava Processing Plant in various locations in the Niger Delta as contained in the various Standard Bidding Documents.
Lot M: Provision of Mobile Clinic/Medical Facilities in various locations of the Niger Delta as contained in the various Standard Bidding Documents.
2.0 Method of Application
Contractors and Suppliers who are interested in Lots G-M (i.e. Works and Goods) are required to obtain Tender Documents from Room 3A 0.15 Ground Floor upon payment of a non-refundable fee of Ten Thousand Naira (N10,000.00) only per Lot to the Ministry’s TSA account in any Commercial Bank.
Consultants and Service Providers who are interested in providing Consultancy Services for Lots A-F are to submit Expression of Interest for the services only.
3.0 Qualification Requirements
Interested Competent Contractors Consultant and Service Providers who wish to participate in the exercise are required to submit their Company’s profile including but not limited to the following documents and should also be arranged in the same order:
i. Evidence of Incorporation/Registration with Corporate Affairs Commission (CAC)
ii. Tax Clearance Certificates for the last three (3) years.(2015,2016 & 2017)
iii. Current PENCOM Compliance Certificate
iv. Current Industrial Training Fund (ITF) Compliance Certificate
v. Current National Social Insurance Trust Fund (NSITF) Compliance Certificate
vi. Valid BPP Certificate or Interim Report of Registration with the National Data Base of Contractors (BPP)
vii. Company Audited Account for the last three (3) years(2015,2016 & 2017)
viii. Detailled Curriculum Vitae and Profile of key / Professional Staff with copies of relevant certificates
ix. Evidence of previous experience in execution of Works/Servicesof similar nature.
x. Letter from Banker showing financial support/Capability
xi. Evidence of capacity to provide vocational skilled training programme in the designated field (for Lot I only)
xii. Sworn Affidavit confirming the following:-
(a) That no present or former staff of the Ministry of Niger Delta Affairs is a Director of the Company;
(b) That the company is capable of carrying out the services in the Niger Delta region;
(c) That neither the company nor any of its Directors is bankrupt or in receivership; and
(d) That none of the Directors have been convicted in any Court of Law on any criminal offence
xiii. Evidence of registration with Federal Ministry of Environment to conduct EIA (for Lot E only).
4.0 Submission of Documents
Two (2) hard copies of documents for Expression of Interest (Lots A-F) are to be submitted ina sealed envelope clearly marked with the appropriate Project Title and Lot No of the project at the top right hand corner and addressed as follows:
The Honourable Minister, Ministry of Niger Delta Affairs, Fed. Sec. Complex, Phase 1, Shehu Shagari Way, Central Business District, Abuja.
Completed Technical and Financial bids including soft copy for Lots G-M are to be submitted in Two (2) separate sealed envelopes marked ‘Technical Bid’ and ‘Financial Bid’ and then enclosed in a larger sealed envelope marked with the appropriate Project Title and Lot No of the project at the top right hand corner and addressed as above.
All Bids for Lots G-M are to be submitted at Room 3A 0.15, Ground Floor, Federal Secretariat, Phase 1 not later than 12.00 noon on Tuesday 15thMay 2018. All documents on Expression of Interest (EOI), Lots A-Fare to be submitted in the same Room 3A 0.15 not later than 12.00 noon Tuesday 24th April 2018.
The Bids for Lots G-M will be opened on 15th May 2018 at the SGF Conference room, ground floor immediately after the close of bid at 12.00pm in the presence of Bidders or their representatives and Non-Governmental Organisations (NGOs).

i. The Ministry may verify any or all the claims made by bidders and shall disqualify any company whose claims are found to be false in addition to other sanctions that may be deemed necessary;
ii. Bidders who have worked for the Ministry and have history of poor performance, abandonment or prolonged contract execution period need not apply;
iii. No bidder will be allowed to bid for more than two (2) Jobs per category
iv. This advertisement shall not entitle any bidder to make claim whatsoever, and /or seek any indemnity from the Ministry;
v. All submission pages must be duly initialled by relevant staff of the company;
vi. Two (2) hard copies and one (1) soft copy of proposals (Technical & Financial where applicable) are to be submitted for each lot applied
vii. Bidders are required to provide a verifiable statement on the Local Content of the Goods or services to be provided.
viii. Bidders CAC Registration Number (RC), with contact phone number, valid e- mail address and official company address must appear on their letter head paper. The letter head paper must bear the name and the nationalities of the directors of the company at the bottom of the page for their submission.
ix. Only shortlisted Bidders for Lots A-F will be invited to collect Request for Proposal.
x. Non-compliance to the instruction will lead to disqualification.
