Introduction

The Department of Planning, Research and Statistics is statutorily mandated to coordinate and manage:

  • Policy Formulation and Analysis;
  • Socio-Economic Research;
  • Strategies for Programme/Project Implementation;
  • Building a Reliable Data Bank;
  • Management Information System; and
  • Monitoring and Evaluation of Projects/Programmes.

Divisions of the Department

The Department has four Divisions and two units as follows;

Achievements of the Department

i. Following the organization of the 2nd and 3rd National Council on Niger Delta (NCND) in Akure, Ondo State, 2017 and Umuahia, Abia Sate, 2018 respectively the Ministry achieved the follows;

1. adoption of the Strategic Implementation Work Plan that aims at stabilizing security situation, promote socio-economic development, encourage investments and growth in the oil and gas sector and present same to the Federal Executive Council for approval,

2. the encouragement of the nine (9) States to adopt and domesticate the Niger Delta Action Plan (NDAP), leveraging on the Federal Government’s Economic Growth and Recovery Plan (EGRP),

3. the design and implementation of inclusive Community Surveillance and Community Peace Architecture that builds on effective and efficient community-based early warning and early response system for durable peaceful co-existence and stability in the region,

4. the establishment of Niger Delta Oil Spillage Management Fund, as well as, commencement of systematic rehabilitation and restoration programme for conservation of wetlands in the Niger Delta Region,

5. the adoption of Public Private Partnership (PPP) as a major funding option to mobilize private sector resources for accelerated development of the Niger Delta Region,

6. the coordination and harmonization of socio-economic infrastructural projects by the Ministry in partnership with States and other Stakeholders operating in the region to avoid overlaps and duplication of efforts,

7. the proposal for the establishment of a Youth Sports Engagement Programme (YSEP), and

8. the proposal for the establishment of a Cancer Diagnostic and Care Centre in each of the nine (9) states, raise cancer awareness amongst women:

ii. Successful organization of a 2 day Top Management/Stakeholders Policy Retreat at Calabar, Cross River State;

iii. Establishment of UNDP sponsored ICT-based Monitoring and Evaluation System for tracking development programmes/projects based in the Niger Delta Region;

iv. Training of 21 officers to handle the ICT-based M&E System; v) Validation Report of the Socio-Economic Infrastructural Resource Base of the 9 States of Niger Delta Region;

vi. Monitoring and Evaluation of the flagship project of the Ministry, (the East-West Road, Sections I-IV);

vii. Organisation of an Inter-Ministerial/Stakeholders meeting of the West African Coastal Areas Programme (WACA) at the Hilton Hotel in 2016;

viii. The Ministry’s Website www.nigerdelta.gov.ng is now live and running in line with the standardization policy of the Ministry of Communication Technology;

ix. Training of desk officers on Strategic Implementation Work Plan (SIWP) for the Niger Delta sponsored by the Stakeholders Democratic Network (SDN);

x. Commencement of ICT-based Monitoring and Evaluation System to monitor all development activities in the Region;

xi. Commenced the preparation of Volume II of the Action Plan containing the list of intervention projects and programmes for implementation in the next five years.
